No — you can only submit requests during your GP surgery's online consultation hours. Each practice sets its own hours for online consultations, which might cover the full day or just part of it, so they can manage incoming requests effectively.
If you log in and can't submit a request, you're likely outside your surgery's consultation hours — try logging in again the next day.
There may also be a limit in place as your practice is at capacity, however a message will appear on screen to let you know this.
